GPS is a leading consultant to local, state and federal governments that seek assistance in managing and monetizing (selling or leasing) real estate assets.  Since the major military base closures of the 1980s and 1990s, our leadership has set the standard for the successful conversion of former government assets, and we remain pioneers in Enhanced Use Leasing and public/private partnerships for development and through effective, efficient, and innovative management for sale or lease.  Over the course of the last 20 years we have directly managed multiple major military bases from closure announcement to redevelopment.

As community base-closure directors, consultants, attorneys, founders of federal agencies, EUL lessees, and owners of millions of square feet of closed military bases we have helped pioneer the BRAC and Enhanced Use Leasing processes.  We provided expertise to the European Union and to NATO in the demilitarization of Eastern Europe; we founded a critical agency for the Department of Homeland Security to fight and prevent terrorism; and we fought major battles side-by-side with local town mayors in the redevelopment of closed bases.

Managed the closure and conversion of a major military installation operated by the United States Army Training and Doctrine Command, including approximately 40,000 acres and 6,000,000 square feet of building space.  Today, the thriving community is home to nearly a 1,000 residents and over 3,000 employees.

Managed the acquisition and due diligence of major air force base closure property, McClellan Air Force Base in Sacramento, California, consisting of 10,000,000 square feet of building space; 4,000 acres of property; and one mile long runway and supporting aviation amenities.   Today, 150 companies have located to the property; and more than 15,000 people live and work there.  It is, once again, a thriving city.

Sale, Valuation, & Lease of Government Property — Adaptive Reuse, Continuing Environmental Complaince, Leasing and Construction Management — 1 million square feet on 23 acres in South Philadelphia, PA – Defense Personnel Supply Center Site — managed the conversion of Closed and abandoned buildings to office and light industrial uses, maintained continuing compliance with CERCLA requirements, leased substantial portion of building to Department of Labor/ Job Corps and oversaw $8mm renovation/construction project.
